    The most reasonable answer out of this is c. A is wrong because the U. S received the Louisiana Territory in 1803 and the war of 1812 saw no territorial changes. B is wrong because the capital of our nation was designed by George Washington and finished during John Adam's term, and has since then always been our capital. D is wrong because Madison left not from war trouble but out of honor, for (up until FDR) every president left office after two years to prove they were not like the British kings.
