    Bureaucracies are known for their myriad of policies and procedures that could be classified as rules. Examples of bureaucratic structures include companies and especially governments. In an attempt to make the bureaucracy function the leader institute numerous policies and procedures which are often called "bureaucratic red tape" that prevent change from occurring. Therefore, the answer would most likely be D.
