    The congress of Vienna opened the lines of communication between countries, enabling trade.

    During the congress of Vienna, ambassador from European states come together to discuss trading agreement between their states. This lead to better regulation for the movement of factors of productions between each states and tax that should be imposed for products from another states to enter.
