    True

    Explanation:

Cloning vector is a small piece of DNA (e. g. plasmid) into which a foreign DNA fragment can be inserted for the purpose of cloning.

Usually, during the process of cloning, vector is treated with a restriction enzyme that cuts the DNA of a vector and the foreign DNA. Because they are treated with the same enzyme, vector DNA and foreign DNA contain compatible ends that can be joined together by molecular ligation via DNA ligase enzyme.
