Why might a policy of rent control actually increase homelessness in a city?

    One reason could be that rent control will attract a lot of people from other areas because it cause lower cost in rent, which make place hunting become a lot more competitive. Other reason would be that rent control make rent owners reduce services, which wil lead to lesser tendency in finding rent.
