    This question is almost true, since responsibility can never be fully delegated to a subordinate. The manager that delegates responsibility will share it with his/her subordinate, since at the end the manager is responsible for the outcome of the tasks performed.

    Generally upper management delegate responsibility and authority to middle and lower management, but they always share the responsibility for the outcome. For example, Elon Musk is responsible for Tesla's success or failure, even though he probably doesn't know how Tesla's factories work.
