    The federal constitution convention at Philadelphia omitted mandatory term limits from the second national frame of government, i. e. the U. S. Constitution of 1789 to the present. However, George Washington set the informal precedent for a two-term limit for the Presidency-a tradition that prevailed until Franklin Roosevelt's presidency, after which the 22nd Amendment to the U. S. Constitution was ratified in 1951 formally establishing in law the two-term limit.
