    Fluorine is the most electronegative. So as the elements move further away, the less electronegative they are ... generally. So Nitrogen is less electronegative than Oxygen. And Bromine is less electronegative than Chlorine. As the periodic table moves towards the upper right corner towards Fluorine, the more electronegative the element.
