The excerpt shows the White Fang's lack of understanding of human tools.

Explanation:

White Fang is a wild wolf-dog, known to be a powerful and dangerous animal but in this situation he is seen out of depth among the most characteristic of human inventions: fire. The ability to light a fire at will is what differentiated humans from other animals and that divide is evident in this incident.

so when the human's laugh at White Fang being afraid of the fire and not understanding what it is they are in a way acknowledging the animal to be lower than them because he cannot comprehend a human invention.
