He states that computers requiere the human element in order to develop a human intelligence and overcome it, he also declares that humans can improve their capabilities by using the computers resources, in other words they develop a dependant relationship in which they establish a "cyborg" state of integration in which they have stopped to be two and integrate one. Gaining more "intelligence" skill to solve problems and improve it's ways by executing different tasks learning from them and realizing what is a better and more effective way to perform a task or solve a problem. Try to be more specific next time, Thomas Mann also talked about "intelligence" and I can't really know of which of those you were talking.
