Why does aegeus believe that Theseus has perished

Theseus told Aegeus that when he defeated the minotaur he would announce his victory by flying white sails but when his ship returned and the sails were black Aegeus believed Theseus was dead. However, Theseus had only forgotten to change his sails white.
