What does Zeus allow Poseidon to do the Phaecians?

He allows him to set fire to the shore to punish the Phaeacians.

He lets him flood their village to show how upset he is.

He tells him to pile a mountain around their port and turns their ship into a rock.

He forbids Poseidon from retaliating as it would go against his custom of hospitality.
