According to the article, the Afghanistan election was important because it was the first Parliamentary Election in over 30 years. It gave the people of Afghanistan the opportunity to determine their own destiny, and form a new government. About 50% of registered voters turned out, which was less than people were hoping for. This was due to people being attacked at the poles by militant groups such as the Taliban.
