    It tried to patch up the differences and the deteriorating relationship by the United States and Japan through the exchange of notes between the two countries and recognizing and respecting each other policies and moves like Japan respect the Open door policy which is sponsored by the US and US recognized the need and right of Japan to protect its interest in China bordering in the Japan's territory.
