What does hamilton think will happen if the constitution is not ratified?

    Hamilton was convinced that if the Constitution wasn't ratified then states would form into confederation of states: New England and NY; the middle states; and the southern states. These confederations would develop their own diplomatic relationships with European countries and that would end up dividing the country.
