Miranda warning is issued by the police officers to a person who is being put under arrest. They are obliged to do this as tell the person their rights under the Fifth and Six Amendments.

In my personal opinion the right to remain silent is the most important part of the Miranda warning. This carries more significance than it may first appear. This means that you do not have to talk to the police and in doing so if one officer was to abuse his rights he couldn't do it because you were silent. He could not turn around what you said. This also means that you are protected from coercion, and no one can use your words against you.
