The Answer is D. If a candidate has a high amount of Popular votes but has a low amount of electoral vote they have a lower chance of winner. vise versa, a candidate with a low amount of popular votes but a high amount of electoral votes still has a higher chance of winning, example President Trump had a higher amount of electoral votes than popular and still won
