As a laissez-faire attitude toward capitalism describes a set back form of government where those in charge wait to see what the free market is going to do on its own. I would say that it is a fairly accurate description of the US Government. Over the years there has been a minimal interference from the government in the affairs of the free market in all but the areas of illegality.
