Were the federal government loyalty programs intelligent and constitutional methods of preserving American values?

THE loyalty programs were designed to root our communist influence in the u. s. federal government, so that the time it was an intelligent way to root out communist influence because of the federal government this was a smart and legal way to do so most loyalty oaths required of public employees have been struck down by the supreme court usually because they violate due process because they are vague.
