    When the Second Continental Congress reviewed the Declaration of Independence, it suggested changes to it.

    It actually took three days for the Second Continental Congress to revise or partly change some of what Thomas Jefferson wrote. It was July 1, 1776 that the Declaration was supposed to be signed but after such scrutiny and careful deliberation the Declaration was signed on July 4th, hence, in history it is considered to be the Independence Day of the United States.
