    Charles Evans Hughes was actually a reformist Republican governor of New York, who had obtained fame as an examiner of malpractices by gas and insurance companies and by the coal trust. While Albert B. Fall was one of the Harding Cabinet members who have profited from and was also convicted for the Teapot Dome Scandal. They both use the people’s trust of Harding against him which results in people distrust to Harding.
