    The free market is a system where the prices for goods and services are determined by the open market and consumers. Any individual in a free market can create any product/service and sell it for profit. They are not required to produce what the government wants them to produce.

    For example, if the government wants a producer to produce paper, they are not required to do so. They can make what they want, when they want to.

    Additionally, they have to abide by the law of supply and demand.
