    Unlike Roosevelt, his predecessor as White House chief of staff, Herbert Hoover, supported the prohibition, seeing the prohibition as a social and economic experiment with noble motives.

    Explanation:

    Contrary to the wishes of lawmakers, the prohibition has increased street violence due to frequent clashes by rival gangs. With the onset of the Great Depression in 1929, support dropped further because of the view that many unemployed people would be able to work in beverage factories if allowed again. In 1933, Congress lifted the ban with the blessing of President Franklin Roosevelt.
