Why do citizens have certain responsibilities

    Without individual responsibilities it would be impossible to have an organized and well functioning society. For instance say people weren't held accountable for stealing. Businesses would quickly fade away as it wouldn't be productive for them to pay for merchandise that would only be taken away without anything in exchange. This is also applicable to smaller things like littering. If we want to live in a clean society, we need to keep our trash in our trash cans. We can't expect things from our environment and society when we ourselves aren't abiding by the same requirements. It's both give and take.
