Answer: The answer presentation to the parliament for the first reading to commence.

    Explanation:

A bill is a propose law which will be presented to the parliament for passage. As soon as it is passed it will be presented to the president for assent. Once the bill is assented to by the president it becomes a law.

However, when a draft bill is presented before the parliament, it will be red on the floor of the house in a first reading where the general principles of the bill will be discussed by the members of the house. Thereafter, the bill will go through the second reading, after the second reading, the bill will be committed to the standing committee of the house for their input on the bill. But depending on the urgency of the bill, the bill may be committed to the committee of the whole.

Furthermore, As soon as the committee has presented their report to the house the bill will move to the final passage and when the bill is passed by two-third majority of the members of the house. it will be transferred to the president for the president assent. However, in a situation whereby we have a bicameral legislature such as the Senate and house of representatives who had passed a different versions of the bill.

Then the bill will have to go to the conference committee which comprises of members from both houses. After the harmonization of the bill, it will be transferred to the president for his assent. Once it assented to by the president it becomes a law.
