    The bush administration continued a war on drugs that was started by Reagan in the 80's. He increased the budget to fight drugs from $5 billion to $15 billion. His policy to crack drug trafficking was based on punishment, deterrence and intolerance of that which ranged from drug dealing to possession of drugs. The war on drugs is still harming millions of americans.
