Why was an amendment process included in Article V of the Constitution?

    It is very hard to amend the Constitution. It's a complicated political process that requires a lot of support and compromise. Though the most common way for amending the Constitution is an initiative in Congress, Article V gives states a procedure to propose amendments to the Constitution, thus strengthening democratic prerrogatives of the states. This option has never been used.
