    The policy was to convince the colonies to go for war against the British.

    Explanation:

    The second continental congress had the representatives from all the thirteen colonies which were under the rule of the British. This was formed to give some direction to the colonies and wanted to go against the colonist British and had the policy of making war necessary against the colonist by the colonies.

    This led to the revolution in America also which acted as a motivation for the people of United States. This revolution opened new markets for America, increasing trade and opened western territories for invasion.
