The Congress of Viena was an attempt to bring back the Ancien Regime, the problem is that Europe was not the same. French Revolution and the Napolean Wars created a new kind of society that couldn't support the absolutism anymore. They believed that ideas such as freedom and democracy should continue, and the Congress of Viena was there to retake European kings to their original place.
