During the 1933 spring, SS made Dachau camp as the model camp for holding prisoners under "protective custody". They would be supervised by an agency named IKL (Inspectorate of Concentration Camp).

IKL served subordinate to SS main office and later became SS Economic-Administrative Main Office. This act was done to make the sure engagement of labours at the prison camp in German efforts at world war.

These camps gained notoriety for their activities such as incarceration, execution, arrest etc. Untold miseries were reaped by prisoners at these camps. Routine deaths, unofficial killings were common at such camps.
