    Explanation:

    The "Brown precedent" provoked a reaction of "massive resistance" from the white population in a number of southern states. So, in Virginia, with the filing of Senator Harry Bird, laws were passed prohibiting the financing of schools with a "mixed" composition of students. The issuance of permits to enroll black children in schools was removed from the jurisdiction of local education councils and transferred to the state education council (which, of course, refused admission).
