Bolívar was referring to the Spanish monarchy, from which he liberated Venezuela, Bolivia, Colombia, Ecuador, and Perú with the campaign for independence in 1808.

The letter of Jamaica written in 1815 states his concern of maintaining Southamerican sovereignty after separating from Spanish monarchy.
