    Money, through federal funding has resulted in the shift of power from the states to the federal government as the federal government dictates how federal grant money is used. The Supreme Court has limited state power through several rulings in favor of the federal government. In Raich v Gonzales (2004) for instance, the Supreme Court ruled that California law legalizing marijuana use under special circumstances violated the commerce clause.
