You could make a case for at least 3 of the choices, depending on when you were talking about. In the beginning, he made the inspection team's life very difficult. He stalled. He did not try to supply proof that the WMDs were gone. He was caught sending WMDs to Iran (which I think is the answer).

He did stockpile chemical and biological agents especially in the 1980 Iran / Iraq war.
