    Most likely (D) women were not allowed to vote during the colonial times neither were black people it wasn't until 1870 that voting laws started to change also native Americans were not considered citizens so they didn't have the right at the time to vote either but men had a more open range of rights during these times so I'm assuming that D would be your best answer here
