Australia was less densely populated (it still is) which meant that a poor person was likelier to purchase or obtain, and own a plot of land.

England on the other hand, was industrializing, densely populated, and owning land was difficult. Besides, working conditions at factories were often harsh, and living in cities was unsanitary.

Ireland and Scotland were not as industrial as England, but they were mostly poor, and in the case of Scotland, there was not a lot of land appropriate for agriculture.
