Did the Virginia plan favor larger or smaller states?

    The Virginia plan was a strong National Government with 3 branches: Legislative, Judicial and Executive. This plan has a house of representatives and a Senate. Each state's representation would depend on the state's population.

    The large states supported this plan, while smaller states generally opposed it.

    Larger States. they got more representatives thatn amaller states. Smaller states didnt support this. But larger states did.
