Which two statements describe challenges to law and order in Indian Territory in the years after the Civil War? US laws did not extend into Indian Territory, so outlaws would escape into the territory. The tribes did not have any form of government or court system of their own. Tribal courts only had authority over people from their tribes and could not try noncitizens. Native Americans who committed crimes in the United States could not be tried by any court. If caught by Native Americans, US citizens who were outlaws were required to be set free.

    US laws did not extend into Indian Territory, so outlaws would escape into the territory. This was mainly because the Indian population was not concerned with law and order in early reconstruction, but for its own survival.

    Tribal courts only had authority over people from their tribes and could not try noncitizens. The previous challenge supposed to have a large population of outlaws in this territory due to the lack of laws to act on them, in addition to an absence of the federal government in that place.
