For the government it is to maximize profit but for the people (who set up this system) it is to make society more equal. which is the basis of the socialist movement. the movement is known throughout history to the appeal to lower class or the poverty population in a country. this was the basis of the red scare in america. socialism was inevitably always heading for communism which was the direct opposite of democracy. at the time when the red scare was happening the world was crippled and the majority of most countries were in a poverty state.
