    Explanation:

    According to the Northwest Ordinance, one of the requirements that a territory needed to fulfill in order to become a state was submitting a Constitution. Therefore, in November 1802, thirty-five delegates gathered in order to write a Constitution that would allow Ohio to become a state. The result was the Ohio Constitution of 1803.
