What problem has given nations most concern when taking nuclear-armed missiles out of service in accordance with disarmament agreements?

    Nations have been concerned by the potential for rival states to be more powerful in regards to their nuclear capabilities. The logic goes that if one state disarms and others don't the state that disarms will be left weaker relative to the others. Also there is an issue of how to dispose of the nuclear missiles as well.
