Johnson was opposed to the use of the military during times of peace and felt that the bill was a Federal encroachment into state matters. It prevent ex-slaves and struggling whites from becoming self-sustaining and felt that Congress should not be making decisions for the States. It was vetoed twice for the same reasons.
