It is extremely likely to be b because Lincoln never took a stance that extreme, not to mention that his attitude was of the weakest between his electoral victory and his inauguration: he only inserted a message through his close buddy, Trumbull's speech at Chicago, confirming "states' right to choose and employ their own means of property".
