D - levy and collect taxes.

The Domesday Book, which was ordered by William the Conqueror to be written, was done with the intention of seeing what did people and lords have in their possession as well as what taxes did they have to give to the previous ruler. With this they could then collect taxes from people which they owed to the previous lord.
