    Correct answer choice is:

    2) The law should be subject to the will of the leader.

    Explanation:

Niccolo Machiavelli was born in May 1469 as a Florentine and was a scholar of new legislative theory. His opinions though are pretty old. He was distant from standard and was raised below the rule of Medici of Florence. Savonarola tried a theocracy for a concise time, which did not work out, and as a consequence, the Republic was renewed. His popular work is his executive treatise, The Prince, which was printed at the origin of the 16th century. Other efforts involve The Discourse on Livy and The Art of War.

    (2) The law should be subject to the will of the leader.

This is well documented in his famous The Prince describing the carachteristics of the ruler of a nation that has to act as a strong and ruthless politician.
