What is the connection between weapons technology and the concept of total war

Total war is when a country uses all available resources in order to stop another country from engaging in war. It also considers all civilian associated resources and infrastructure as legitimate targets for warfare.

So when a country is at total war, all technological innovation and resources are used to create weapons.
