Why did congress think reconstruction was a congressional task and not presidential

Congress believed that reconstruction was a congressional task and not a presidential power because Congress is granted the "power of the purse" or the power to oversee taxes and revenues by the Constitution. Therefore, major spending projects like the reconstruction of the South would be believed to be a Congressional project and not a Presidential task.
