How did the Black Death affect political institutions in Europe? The Black Death led to the growth of parliamentary government as former serfs and artisans demanded government power.     The Black Death led to the growth of regional government as government leaders distributed power to landowners is how the Black Death affect political institutions in Europe, all other two took place before black death in the begining of High Middle AGes (new social classes local government, parliemnts) or later (the borke of Holy Roman Empire)
