    One of the goals of the Congress of Vienna was to (1) establish a new balance of power in Europe. This was because big European super powers did not want to have any more instability, because they thought it to be highly dangerous. The powers wanted to settle critical issues that had risen from the Napoleonic Wars and the French Revolution. This also was a meeting of the powers instead of the powers sending messages to each other without meeting face to face.
