Probably russia because they stand with north korea.

like before in the world wars it was a domino effect once one country started fighting in the war the other countries joined in.

I would say the United States because we have more ground forces as well as more citizens and more citizens means more troops. Currently we have about 13,000 aircraft while Russia only has about 3,900 aircraft. The list goes on and on but in conclusion The US would win unless Russia found a way to nuke us without us knowing.
